Role Definition:

The Programmer/Planner will be responsible for planning, budgeting, costs estimation for resources for undertaking road projects. The Planner will also be responsible for carrying out risk assessment, which involves analyzing risks and development of risk mitigation strategies for roads and bridges projects.

 

Key Result Areas:

  1. Review project schedules and costs to monitor performance;
  2. Review variations and/or extension of time claims
  3. Develop risk matrix and schedule risk analysis. Put in place risk mitigation measures;
  4. Set up appropriate project implementation programs that enable the Project Team to deliver projects within time, quality and costs while ensuring high productivity, performance and safety within the projects;
  5. Develop and review project implementation /Procurement programs and plans;
  6. Prepare the Department’s Monthly, Quarterly and Annual Work plans, cost estimation, procurement plans and  Budget;
  7. Develop planning strategies for road rehabilitation and development projects;
  8. Establishing methodologies for key critical construction activities;
  9. Compliance with project planning policies, procedures, contract management guidelines, Standards and best practices;
  10. Establishing short, medium and long-term Project monitoring strategies and proactively leading a planning and controls culture across the project teams in accordance to best practices;
  11. Organize project requirements in programming sequence, analyzing requirements; preparing a work flow chart and diagram using computer resourced based programs;
  12. Participate in planning, budgeting and budget performance monitoring in line with set targets;
  13. Manage performance and develop direct reports in line with UNRAs staff performance management processes.

 

 Required Academic Qualifications:

  1. A honors degree in Civil Engineering, Quantity Surveying, Construction Management or other related qualification;
  2. Post graduate qualification in Project Planning and Management is a must;
  3. Experience in other project management computer-based packages will be an added advantage.
  4. Must be proficient in use of MS Office and any of the scheduling softwares like Ms project or premavera P6.

 

Experience and Knowledge:

  1. A Minimum of 3 years’ planning and scheduling experience for large construction projects in the road sector;
  2. Demonstrated working experience with Project Teams with diverse professions.
