The Project Coordinator, ECCD is responsible to effectively and efficiently plan, manage and deliver the ECCD project components of Sponsorship within the Impact Area in ways that meet both local and international requirements and guidelines.

THE ROLE 

Key areas of accountability include:

Project financial and budgetary management. 

  • Develop and submit timely and quality ECCD project phased budget aligned with the DIP.
  • Manage the ECCD project spending against budget to ensure acceptable monthly performance and funds are optimally used for the intended purpose as per approved fund summary and annual plan.
  • Undertake monthly budget monitoring in order to ensure accuracy of financial reports, manage budget variances, explain variances and propose measures for managing the variances.
  • Ensure that all financial policies and regulations relating to cash flow management, expenditure controls, cash managementaccounting information, and advances management are adhered to. 

ECCD Program Planning

  • Develop and submit quality ECCD Annual Plans with the respective phased Budget aligned to the DIP and a Procurement Plan.
  • Develop and share monthly ECCD program work plans.
  • Develop timely and quality monthly, quarterly and annual work plans shared with the Line manager.
  • Review and make adjustments on the operational and implementation plan and budgets for ECCD program as may be required from time to time.
  • Develop concepts for possible funding as need may arise.

ECCD Program implementation Management.

  • Effectively manage day to day implementation of ECCD activities to align with and meet the MEAL requirements, CO KPIs, essential standards and policies.
  • Conduct regular ECCD program review meetings with the relevant partners and stakeholders to enhance information sharing and improve efficiency and effectiveness of implementation.
  • Maintain high standard of transparency and accountability in the course of program implementation while ensuring integrity and timeliness of activities implementation in meeting programme objectives, compliance with Save the Children policies.
  • Risk management: Monitor and address or report any risks related to implementation to management.
  • Serve as a primary focal point/ focal person for all ECCD projects implemented in Wakiso.
  • Manages ECCD related partnerships during implementation.

Project Reporting. 

  • Responsible for the preparation of timely and high quality monthly ECCD project progress and end of fiscal year narrative and quantitative reports which are in accordance with the Sponsorship reporting schedule and formats/guidelines.
  • Ensure that issues raised in the reports are comprehensively addressed in a timely manner
  • Preparation of the ECCD project end of phase reports and manage the transfers of project deliverables such as documents, files, equipment and materials.
  • On a monthly basis Identify potential risks and threats to the program and alert management on the same for action.
  • Share update progress reports with the district officials on need to know basis.
  • Conducts regular project review meetings with the relevant partners and stakeholders to enhance information sharing and improve efficiency and effectiveness of project implementation and operations.

Advocacy, Networking and Influencing 

  • Participate and support planned for national level ECCD advocacy activities, meetings and engagements
  • Build strategic networks, coalitions and alliances on ECCD advocacy agenda
  • Develop strategies for collaborations within the district on ECCD in liaison with line manager
  • Document and share lessons and learning’s from advocacy engagements

MEAL 

  • Ensure that the ECCD project adheres to and 100% meets quality bench marks.
  • Collecting and managing complaints and feedback in close coordination with MEAL team and Programme Officers.
  • Ensure regular monitoring of program results, documentation of program, case studies, lessons learnt, significant changes and best practices and coordinating learning and reflection meetings/sessions.

Child Safeguarding 

  • Work with Child Safeguarding Focal persons to ensure all direct reports are trained in CS
  • Closely review documents and agreements to ensure all partners, contractors, visitors, volunteers etc comply with CS and code of conduct standards
  • Ensure compliance to child Safeguarding policy in all
  • Coordinate with line manager on identified CS issues while ensuring that all issues are reported in timely manner or as required by policy and local procedures
  • Support staff and community structures in ensuring appropriate allegation and case management structures in the IA are functional.

To be a strong supporter and advocate for children in this role you will need to have:

  • Minimum of a Bachelor’s Degree or higher in Education with a Post graduate training in Early childhood Development.
  • At least 5 years progressive experience in planning and implementation of Early Childhood Development program targeting Children from (0-8) years.
  • Ability to speak the local language fluently is a strong requirement. Ability to ride a motorcycle (Honda XL 125).
  • Experience of working with local partners and District Local Government in Child Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child Protection is an added advantage.
  • Experience of working with the Local Government, local partners and training in ECCD, with a focus on improving service delivery within the schools and at home.
  • Strong analytical skills and strategic planning abilities.
  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
  • Computer literacy and excellent documentation skills are a must.
  • Availability and willingness to work extra hours during times of humanitarian responses.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Ability to intervene with crisis management or troubleshooting as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Excellent time management and planning capacity.
  • Availability and willingness to work extra hours during times of humanitarian responses.
