Uganda is a home to 1,421,137 Refugees as of 31st December 2020. Wars, violence and persecution in the Horn of Africa and Great Lakes Region remain drivers of forced displacement into Uganda, insecurity and ethnic violence in the Democratic Republic of the Congo (DRC), South Sudan’s conflict, and political instability and human rights violations in Burundi.
South Sudanese make up the largest refugee population in Uganda (945,931) as of December 2020 followed by refugees from the DRC (448,377) and Burundi (53,516). Approximately 61 percent of Uganda’s refugees are under the age of 18, one of the most visible consequences of conflicts in neighbouring countries – and with clear implications for the provision of protection services. Women represent 52 percent of the entire refugee population.
Twelve of Uganda’s 134 districts host the overwhelming majority of refugees. About 95 percent live in a total of 33 settlements alongside the local communities, mainly in northern Uganda or West Nile (Adjumani, Koboko, Lamwo, Madi Okollo, Obongi, Terego and Yumbe) with smaller numbers in central Uganda or Mid-West (Kiryandongo and Kikuube) and southern Uganda or South West (Kyegegwa, Kamwenge and Isingiro). Urban centres are home to less than five percent of the refugee population, mainly Kampala and Wakiso, although there is a trend from settlements to these centres that requires more attention than has been the case to date.

- Participate in site surveys and geotechnical investigations conducted directly by UNHCR and/or supervises site surveys and soil tests conducted by partners/other stakeholders
- Prepares necessary detailed designs, drawings, calculations etc. for all construction/rehabilitation projects, based on the Project Physical Site Planner’s spatial design and layout (where applicable).;
- Prepare and/or review cost estimates for construction/rehabilitation projects including detailed Bills of Quantities
- Prepares all necessary tender documents and/or verifies and clears such documents prepared by partners stakeholders
- Carry out post-contract administration duties including assessing quantities, estimating cost for documentation of interim and final payment certification and controlling costs to include projects are completed within budget
- Assess existing building conditions, briefing partners stakeholders in the plans and designs to ensure that the right materials and equipment used are in line with UNHCR /Government acceptable standards
- Day to day supervision of all construction/rehabilitation projects
- Ensure quality and quantity control, quantity control, variation/change order, and conducts meetings in order to ensure the project delivery meets quality standards and timeframe required by UNHCR
- Monitor the work and financial progresses for projects
- Work in close coordination with all functional Units in UNHCR (Protection, Programme, Community Services, Administration, Supply, etc.) for all issues related to protection of persons of concern and assistance
- Actively contributes to the preparation of the specific projects budget and monitors the financial performance of a given area of activity versus set budget to ensure alignment
- Complies with all relevant stakeholders’ safety, quality, health and environmental procedures to ensure healthy and safe work environment

- A Bachelor’s degree in Civil Engineering is required
- At least 5 years’ experience in supervising construction projects in Uganda is required
- Knowledge of Project management tools and processes is required.
- Excellent command of English Language (written and spoken) is required
- Strong report writing skills is required
- Good knowledge of basic computer software, including AutoCAD and GPS data collection as engineering design tools is required
- Experience in the management of construction sites is required.
- Experience in all disciplines of civil engineering is desirable
- Good knowledge of ArcGIS is desirable
- Familiarity with National Construction standards is desirable
- Skills on project formulation, planning, supervision and management is desirable
- Proficiency in additional UN languages.
