Job Summary

The Project Manager will oversee the technical and managerial aspects the implementation of the project under the Department of State Bureau of Population Refugees and Migration (PRM) Supporting refugee and asylum seeker populations in Uganda. They will support both the day-to-day management and implementation project as well as provide support to the Executive Director. They will also support program strategy development, translating the strategy into implementation plans, engaging with donor, partners, and collaborators, and leading strategic activities. They will work closely with the Baylor-Uganda Executive Director and the management to ensure effective program management and communication with all stakeholders at all levels (UNHCR,OPM,health facility, refugee settlements, district, and the community), donors and other partners

Overall Responsibilities
  1. Provide overall strategic direction, leadership, and management oversight of the project for successful implementation   and achievement of the project objectives
  2. Develop, review and monitor implementation of governing policies, procedures and tools for Grants and Contract management, program structure, and implementation in alignment with PRM, UNHCR,MoH & Baylor-Uganda requirements
  3. Oversee program design, work planning, budgeting, implementation, performance management, and provide  technical assistance to teams for successful implementation   and achievement of the PRM objectives
  4. Develop and maintain a competent & motivated team of staff (project and partnership) through monitoring the implementation of HR support activities in line with the human resources policies
  5. Develop    and   manage   strategic partnerships with key stakeholders for successful  implementation   and  achievement  of the PRM objectives
  6.  Review the periodic project performance in relation to the prevailing interventions and expected project outputs & outcome indicators and engage the project teams in devising and implementing the data driven appropriate interventions
  7. Review and approve the periodic project implementation plan and performance monitoring plan and submit periodic consolidated reports to PRM and other stakeholders in line with the Organization’s reporting guidelines and PRM requirements
  8. Identify and evaluate the project risks regarding personnel, property, finances, goodwill, and image, and institute mitigation measures.

 

Required Qualification, Experience and Competencies:
  • The job holder will possess: 1) A Master’s degree in Medicine or Public health with a background of a degree in MBChB and is registered with the Uganda Medical and Dental Practitioners Council, 2) Minimum 5 years’ experience project management, and financial management, in the context of refugee  programming, with at least seven (7) years’ experience in resource challenged setting, 3) Experience in project planning management in a NGO setting within a developing country context, 4) Experience working with districts local governments and Donors, and 5) Excellent writing, communication and negotiation skills.
