Job Summary

The position holder will be responsible for coordination and overseeing all project activities related to HIV/ AIDS & other areas of interest to the organization. He/ She will provide technical assistance to the project and UPMB MHFs to ensure that all activities are conducted/implemented in a timely, orderly and integrated way.

Tasks and responsibilities:

  • Design strategies and guidance for effective delivery of HIV services in implementing facilities
  • Provide leadership on total quality management to ensure that the project has quality assurance strategies, frameworks and structures operational in the region
  • Promote a results-based performance management evaluation system, ensuring that key targets are achieved in line with the donor requirements and annual workplans.
  • Ensure timely and accurate development of regional/departmental targets and continuous reviews of achievements.
  • Take lead in development and consolidating the annual and quarterly project work plans
  • Review and approve project work plans for respective project/technical officers
  • Provide leadership in work planning, progress reviews and sharing the work plans with the districts.
  • Promote quality data collection to ensure its appropriate validation and utilization in the reporting.
  • Ensure timely compilation and submission of the activity progress reports (weekly, monthly, and quarterly) from the regional project officers
  • Work with the M&E team to compile and submit periodic project reports
  • Coordinate and ensure that periodic financial forecasts and reports are submitted to the relevant partners are required.
  • Responsible for project budgets: ensures that project expenditures are as per the approved thresholds
  • Provide leadership guidance to all team members, ensuring equity, good communication, gender based and ethical approach to team management
  • As a leader promote a culture of execution, accountability and transparency in the team working

Qualifications, Skills and Experience

Qualifications, Skills and Experience:

  • Master’s Degree in Public Health, Project Management, Health Services Management, or other health-related fields.
  • Bachelor’s degree in medicine and Surgery,
  • Over 8 years of managing HIV programs and other resources
  • Specialized training in supporting and offering trainings & mentorships will be an added advantage.
  • Excellent communication and interpersonal skills including the ability to work effectively in a team.
  • Comprehensive knowledge and experience in clinical HIV/AIDS with emphasis on planning and implementation of quality assurance in NGO care settings.
  • Good working knowledge of HIV/AIDS programing, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results related to quality improvement.
  • Knowledge of US Government/PEPFER funded programming policies, regulations, procedures and practices.
