Project Manager-ECHO INCLUDE

Save the Children International is currently recruiting for a Project Manager to be based at Kyangwali Field Office. Reporting directly to the Education Consortium Operations Manager, the Project Manager is responsible for the implementation of Save the Children’s INCLUDE project in Kyangwali. The Project Manager also acts at the Team Leader for the office, and provides leadership and support accordingly.

With reference to the INCLUDE project the Project Manager is responsible for ensuring high quality, timely implementation, including ensuring the technical quality of implementation. Will He/she also ensure compliance with the European Union’s Humanitarian Aid and Save the Children’s rules and regulations, and the timely submission of all deliverables, including annual work plans and budgets, performance monitoring plans and reports as required. During implementation, the Project Manager will ensure the technical integrity of programming, regular monitoring, implementation of the MEAL plan, the integration and functionality of accountability mechanisms and adaptation and amendments to programming.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Budget Responsibilities: approximately Euros 500k per year

Role Dimensions: The role holder is responsible for maintaining strong working relationships with Settlement and District Local Government stakeholders, including Office of the Prime Minister, the District Education Officer and UNHCR. They are also responsible for collaboration between consortium partners at settlement level, and other EiE actors, and are expected to attend relevant coordination meetings including the Settlement Education in Emergencies Working Group

KEY AREAS OF ACCOUNTABILITY:

 

Project Planning, Implementation and Management

  • Prior to project kick develop key project management documents, work plan, procurement plan and financial plan, utilizing PRIME, to support strong start up, and regularly update these throughout project implementation.
  • In collaboration with the PDQ Technical Lead and the Awards Team plan and deliver project kick off and close out meetings that include sessions on technical approaches, compliance and child safeguarding
  • Maintain high standards of transparency and accountability, while leading and monitoring the day to day implementation of the project, ensuring compliance with agreed project management documents and donor requirements, the technical integrity of the project design and progress towards commitments outlined in the project proposal.
  • Collaborate with PDQ Technical Specialist and CMU Technical Specialists to ensure the high quality implementation of technical approaches including Accelerated Education, Double Shifting, Remedial Education, School Improvement Planning and cash programming.
  • Collaborate with PDQ Technical Specialists, CMU Technical Specialists and partners to ensure the mainstreaming of inclusion, protection and gender in project implementation.
  • Ensure the implementation of Save the Children’s greening policy in project implementation.
  • Ensure timely review and adjustments of project management documents and project documents as required, collaborating with Awards and PDQ where formal project amendment/modification is required.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the SPHERE Charter and Red Cross Code of Conduct.
  • Support resource mobilization through a robust understanding of needs and gaps in the area of operation, gather information and provide input into proposal development process where relevant
  • Identify, and capitalize on, opportunities for children, parents, schools and communities to participate, own and benefit from the project interventions
  • Ensure opportunities for meaningful participation of children in project activities, and regular collection of feedback is safe spaces
  • Ensure that responsibility for implementation of activities is transitioned to School Leadership and Management as detailed in the project proposal, and that Save the Children staff play a supporting role

Ensure the completion of safeguarding risk assessments, integration of safeguarding measures into implementation and awareness of all project staff on safeguarding including prevention and reporting

Financial Management

  • Have responsibility for project budget control and monitoring to ensure adequate accountability and budget utilization in accordance with donor requirements and approved work plans, strategic objectives and Save the Children finance policy and procedures.
  • Oversee the specific budget performance for INCLUDE to ensure that project implementation is on course and timely as per agreed project management documents. Ensure a monthly budget expenditure of at least 96% against forecast.
  • Lead annual planning and budgeting for the project in line with planning and budgeting guidelines and timelines, including the development of phased budgets for implementation.
  • Responsible for monitoring and revising as necessary project budgets and ensuring that funds are used optimally and accounted for in accordance with the donor contract and agreements.
  • Undertake monthly budget monitoring to ensure accuracy of financial reports, manage budget variances, explain variances and propose measures for managing the variances.
  • Regularly monitor budgets to identify potential or actual over/under spends and, as necessary revise and rephrase budgets to ensure timely expenditure within donor requirements and expenditure guidelines. Where no-cost extensions/cost extensions required request these on a timely basis.
  • Ensure that all financial policies and regulations relating to cash flow management, expenditure controls, cash management, accounting information, advances management as put in place for the management and control of funds are followed by the staff in implementing the different programme activities.
  • In collaboration with Awards and Finance teams ensure the development and timely submission of financial reports.

Programme Monitoring and Reporting

  • Ensure the development of a robust M&E plan, developed by the MEAL team, that meet Save the Children and donor requirements, and effectively monitors the delivery of the project and progress towards outcomes, and the achievement of the Country Strategic Plan
  • In collaboration with the MEAL team, ensure the use of robust functional accountability mechanisms, regular review and response to feedback, and project adaptation as necessary
  • Utilize quality benchmarks to routinely monitor the quality of project implantation
  • Provide monthly reports of project activities to the Regional Area Manager/CMU Operations Manager as per agreed schedule, and regular informal updates on implementation progress and challenges to allow for timely interventions and corrective action.
  • Lead the preparation of well-written and clear narrative reports and other required reports as per the agreed schedule
  • Ensure that project information is properly filed and stored in agreed upon locations, primarily using PRIME and Cloud Storage to support project monitoring, institutional memory and compliance/audit requirements.
  • Ensure the timely implementation and completion of MEAL activities in line with agreed upon project management documents.

Team Leadership Management and Development

  • Provide effective line management and supervision of all project staff, ensuring that each has performance and development goals, and regular performance management, and ensure presence of clear workplans for the team.
  • Lead the recruitment process for new project staff, including the preparation of JDs and interviews.
  • Identify capacity strengthening needs of the Project Team and collaborate with the Regional Area Manager, PDQ Technical Experts and CMU Technical Experts to address these.
  • Provide day to day coaching and mentorship to INCLUDE Project Officers and others project staff in the location to support delivery of high-quality programming
  • Ensure the security, health and wellbeing of staff, ensuring that processes, policies and systems reflect SCI ‘s principles of equity and fairness for all staff.
  • With support from the Security Coordinator, implement effective safety and security procedures for the Kyangwali office within, ensuring that these are updated and revised at regular intervals and regularly communicated to staff
  • Hold overall management responsibility for the project team. Lead and motivate the team to ensure effective project implementation. At a minimum ensure there are quarterly team review meetings.
  • Provide overall leadership of Kyangwali office, ensuring that routine team meetings are conducted and actions agreed upon are acted on or escalated to management

Communications, Advocacy, Networking and Representation

  • Represent Save the Children in relevant coordination mechanisms, and maintain strong working relationships with relevant stakeholders including OPM, UNHCR, DEO
  • Attend relevant district and regional meetings and workshops and present Save the Children’s technical and programmatic experience and evidence, and be an active advocate for children’s rights, supporting the delivery of the CO Advocacy Strategy at Settlement level.
  • Share, on a regular basis and in compliance with requirements, project plans and budgets with relevant stakeholders including OPM and District Local Government, and report on these as required.
  • Identify and profile project impact, success stories and most significant change stories, ensuring safe guarding and informed consent
  • Ensure donor visibility requirements are met, and SC and Donor branding is visible

Qualifications

Bachelor’s Degree in Education or Bachelor’s degree in development studies, social sciences, social work and social administration with additional training in education
