Title Project Manager, Food Security and Livelihoods (1 position)

Job Purpose:

The Project Manager (PM) will provide strategic and operational leadership to develop and implement a successful programme in line with URCS country strategy 2021-2025. The PM will ensure adherence to overall technical and programmatic quality in implementation, compliance with URCS and GRC/donor rules, logistics and financial process/regulations. In addition, timely submission of all deliverables to URCS and GRC, including annual work plans, monitoring plans and regular project reports as required.

The PM works in close coordination with German Red Cross (GRC) country team and URCS field programme team, Finance, Human Resource and Supply Chain Management, senior staff, as well as technical staff to ensure effective programmatic and operational project implementation. The PM works as a lead role on all GRC/URCS partnership projects in Uganda for planning, implementation, reporting, team capacity building, developing various guidelines and SoPS, and stakeholder coordination

Specific duties and responsibilities:

  1. Lead in providing technical support to the programme, especially in food security and livelihoods (FSL);
  2. Provide leadership in developing and implementing timely, quality quarterly and annual implementation plans and budgets;
  3. Ensure Community Engagement and Accountability (CEA) in all GRC/URCS’s ongoing projects;
  4. Take the lead role on behalf of URCS for project management of all GRC/URCS partnership projects;
  5. Support project implementation, team communication and coordination with various teams, URCS different departments and GRC country team;
  6. Provide lead support for planning, monitoring and reporting required as per URCS and donor reporting requirements;
  7. Take the lead role for developing project implementation guidelines, SoPs, concept notes and data tracking for the GRC/URCS project team;
  8. Ensure project activities and outputs are implemented in a timely manner;
  9. Together with the M&E officer, be responsible for monitoring the impact of ongoing GRC/URCS projects, and promoting learning through documentation of best practices of projects and adjustment of activities in response (adaptive management);
  10. Actively support and follow-up to ensure that financial tracking/reporting, procurement process, inventory record and distribution requirements of materials and equipment are initiated on time and in accordance with URCS procedures;
  11. Lead the coordination, management and motivation of the program team through ensuring that they have clear objectives and individual work plans as part of performance management and give constructive feedback on their performance;
  12. Prepare, submit and disseminate quality annual, periodic reports (both narrative and Financial) as per donor requirements and project reporting time line;
  13. In consultation with the Manager-Community Resilience, actively represent URCS in field and national level external sector forums, networks, coordination meetings and events as required;
  14. Assist the URCS Disaster Risk Management Department in the identification of new project opportunities and emergency responses which require URCS intervention;
  15. Perform any other duties that might be assigned by the Line Manager.

Persons Specifications

Education Qualifications
  1. Bachelor’s Degree in Agriculture, Food Security, Natural Resource Management, or related field from a reputable institution;
  2. Post Graduate Degree in Agriculture, Food Security, Development Management, Natural Resource Management or related field  from a reputable institution is preferred;
  3. Training in humanitarian standards and approaches (including SPHERE, Core Humanitarian Standards and cash based programming).
Working Experience
  1. At least 3 years’ hands on experience in Food Security and Livelihoods Programming in Disaster Risk Management and Humanitarian Response;
  2. Proven experience in the management of multi-donor funded projects;
Essential Knowledge
  1. Good knowledge of food security, market assessment tools, WASH programming and project management
  2. Knowledge and experience of capacity building tools and techniques.
  3. Knowledge of SPHERE and Core Humanitarian Standards
  4. Knowledge of protection, gender and the livelihoods approaches in relief and recovery;
  5. Experience or familiarity with Red Cross/Red Crescent and humanitarian sector values and principles.
