Summary: The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of Public Health Administrative Specialist (Data Management Specialist).

The work schedule for this position is:

• Full Time, 40 hours per week

Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) following receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position: No

Duties: The purpose of this position is: 1) to provide expert technical guidance in the development, support, management, and use of Centers for Disease Control (CDC)-Uganda databases and support partner databases related to monitoring all aspects of the HIV/AIDS prevention and care programs and research; 2) to consult with and provide expert technical and statistical support to behavioral scientists, informatics specialists, epidemiologists, public health program managers, and other scientists in the development and use of databases related to the prevention and care of HIV/AIDS programs and research; 3) Participate in the national and inter-agency Presidents Emergency Plan For AIDS Relief (PEPFAR) space to support country operational plans.

This position will be located in the Centers for Disease Control and Prevention, Division of Global HIV and Tuberculosis (DGHT) Uganda in the Data Science and Informatics (DSI) Branch, Data Management and Statistics (DMS) Team, reporting directly to the DMS Team Lead.

Qualifications and Evaluations

EDUCATION: Master’s degree in Computer Science, Information Technology, Mathematics, Biostatistics or Informatics is required.

Requirements:

EXPERIENCE: At least five years’ experience in data management or statistical data analysis and reporting in a clinical or public health setting is required. Working with collaborative teams at national level will be required.

JOB KNOWLEDGE: The incumbent is required to have comprehensive knowledge of data management, quality assurance and analysis methods. The incumbent is required to have advanced computer programming skills, including SAS, SPSS, QDS, SQL, STATA, R, and EpiInfo. Proficiency in the application of standard and advanced statistical methods of study design and data analyses is required. Incumbent is required to be thoroughly knowledgeable about CDC programs and operations and demonstrate the ability to work effectively with implementing partners. Incumbent is required to be able to interpret data from study results and communicate findings, both verbally and in writing within and outside the CDC, and other health related organizations. Thorough working knowledge of computers (hardware, various software programs and LAN systems), as well as good knowledge of manipulation of data for reporting and analysis is required.

Evaluations: (This may be tested)

LANGUAGE: (Fluent) speaking/reading/writing of English is required.

SKILLS AND ABILITIES: The incumbent is required to have advanced computer programming and data management skills including programming using SAS, QDS, SQL, SPSS, CSPro, PowerBI, STATA, R, and EpiInfo. Advanced skills with Microsoft Office word processing, spreadsheet, Power Point and MS Access is required. Incumbent is required to have skills in development of data capture applications and reporting tools. The job holder is required to be able to type accurately and at a good speed since they will be required to submit typed work. Advanced numerical skills are required especially when reviewing performance of the implementing partners against the set targets, distribution of targets during country operational planning as well as when reviewing publications.

Incumbent is required to be able to interpret data from study results and communicate findings, both verbally and in writing, to other scientific staff, health program managers, other health officials both within and outside the CDC, and other health related organizations.

Qualifications: All applicants under consideration will be required to pass medical and security certifications.
