The Uganda Protestant Medical Bureau (UPMB), a leading Christian organization coordinating 317 Member Health facilities all over Uganda is implementing a five-year Local Service Delivery (HIV/AIDS) Activity supported by USAID implemented in Five USAID regions of Uganda (Acholi, Lango, East central, Eastern and South western regions).

Overall Job Purpose: To provide technical support to health facility and project teams in the implementation of QI/ L activities at all levels; and support in data management to generate strategic information to inform planning and programming.

Location: The QI Assistant will be based at the our regional offices in Gulu City with frequent travels in the regions of Lango and Acholi to provide facility level support but also participate in the regional QI activities /events.
Key roles and responsibilities
- Provide QI technical support to technical leads per thematic area / facilities and ensure the formation and functionality of the QI teams at facility level.
- Utilise site level data to identify and address capacity building gaps for health workers and Work Improvement Teams (WIT) in the running Collaboratives.
- Work in close collaboration with District QI coaches, RCQI committees, IPs, Facility In-charges/ QI Focal Persons to coordinate, facilitate, and track monthly facility performance.
- Monitor, document, and regularly report QI activities, indicator performance/outcomes in the national QI dashboard, facility registers, and documentation journals.
- Conduct regular targeted QI mentorship and coaching activities on the different collaboratives at the prioritised facilities.
- Provide support for reporting on all the running collaboratives, QI activities and results in accordance with the National Health Sector QI framework and strategic plan.
- Support the documentation and dissemination of the running collaboratives QI related activities, progress, successes, lessons learned, and best practices through participation in quarterly district and regional QI collaborative learning and adaptation sessions.
- Support QI teams to plan and conduct Health Facility quality of care assessment activities and client satisfaction surveys in relation to the running collaboratives and utilize the findings for improvement of client care.
- Support the scale up and utilization of Audit tools for clients to get all the services they are eligible for.
- Participate in district and Regional Performance and QI progress review meetings, discuss achievements, challenges and propose remedial strategies.
- Generate QI reports on a monthly, Quarterly and annual basis in the different thematic areas.
- Support in organizing performance review meetings, learning sessions and Harvest meetings.
- Any other duties as may be assigned by the supervisor.
Qualifications, Skills and Experience
- Degree in Statistics, Demography, Population Studies, Computer Science, Social Science, Development Studies or related fields.
- At least two years of practical experience in HIV/AIDS Programming, Data management including data entry, collection, analysis, reporting and managing databases.
- Familiarity with use of Microsoft Excel.
- Working knowledge of Health Management Information System (HMIS).
- Clear understanding of the National QI Framework, Plan and Priorities.
