JOB SUMMARY
The Regional Coordinators will work with HAC, Africa Resource Centre (ARC), government officials, and implementing partner (IP) staff and partners to establish and expand Community Led Drug Distribution Point (CLDDP) and Community Retail Pharmacy Drug Distribution Point (CRPDDP) models in order to a) improve antiretroviral therapy (ART) and general treatment health service provision and b) decongest health facilities. The jobs involve regular field visits to areas where HAC and ARC are working.
The positions are based in Kampala (preferred with experience in pharmacy and commodity management) and Lira (preferred with experience in working with community groups and community organizing). These positions are designed as full-time (40 hours/week) positions.

BACKGROUND
The mission of Health Access Connect is to link remote communities to healthcare. HAC currently pursues this mission through three programs:
- Medicycles: We use microfinance boda bodas to bring Ugandan government health workers to set up one-day mobile clinics in remote villages. In those clinics health workers give HIV testing, anti-retroviral treatment, immunizations, perinatal services, family planning, and many other services available in rural health centres.
- Technical Advising: We collaborate with Africa Resource Centre (ARC) and the Uganda Ministry of Health to teach and empower PEPFAR implementing partner (IP) organizations to implement alternative drug distribution point models in an effort to a) improve a) antiretroviral therapy (ART) and general treatment health service provision and b) decongest health facilities.
- Treat & Teach: We improves access to family planning in the communities of Masaka and Kalangala districts by a) providing low density high frequency certificate training to health workers, b) setting up outreach clinics in remote communities, c) generating demand by collaborating with community health workers (VHTs), and d) reducing commodity stock outs by providing buffer stocks and improving commodity tracking at partner health facilities.
As part of the technical advising program, HAC and ARC are focusing on scaling up these two models:
- Community Retail Pharmacy Drug Distribution Point (CRPDDP): voluntary and free community-based drug distribution differentiated care and treatment approach that allows clients to collect their medicines at a nearby selected local pharmacy in their community
- Community Led Drug Distribution Point (CLDDP): a regularly occurring one-day activity in which health care workers provide integrated health services (ART, HIV counselling and testing, TB services, and other primary health care services) in a local community, and the costs of the activity (travel, mobilisation, setup, etc) are covered by the community through a wealth pooling strategy
KEY DUTIES & RESPONSIBILITIES
These are the duties of the Regional Coordinator:
- Oversee the implementation of the CRPDDP and CLDDP models with partner IP organizations, health facilities, pharmacies, and communities
- Assist in the drafting of documents related to program implementation including toolkits, training materials, and policies
- Compile MOUs, Standard Operating Procedures (SOPs), and other relevant documents on the implementation of CRPDDPs and CLDDPs
- Draft and distribute implementation toolkit to implementing partner organizations (IPs) and Ministry of Health officials
- Research guidelines and necessary elements for establishing savings groups
- Help IP organizations to implement SOPs for establishing community based organizations (CBOs) under CLDDP model
- Harmonize guidelines and toolkits with MOH policies
- Describe CLDDP and CRPDDP toolkits to key stakeholders: Ministry of Health officials, IP representatives, and district government officials
- Work with ARC team to make work plan for regions to implement CLDDPs and CRPDDPs over the year
- Connect with concerned IPs and assist them in setting up structures to establish and support CLDDPs and CRPDDPs
- Set up M&E systems in cooperation with IPs and MOH officials
- Collect and analyze stakeholder feedback and iterate model description and toolkit
- Undertake field visits to the districts where the project now being implemented to ensure progress
- Organize meetings with relevant project stakeholders to review on the the project progress
- Review and report on progress
- Assist Research, Monitoring & Evaluation Coordinator in following through with M&E strategy and processes
- Any other duty that may arise to ensure project completion
REPORTING
The Regional Coordinator reports to the Executive Director who is the Outreach Project Lead under the ARC project. The ARC Outreach Project Lead and the Operations Lead will each directly supervise work.
QUALIFICATIONS, TECHNICAL COMPETENCES, SKILLS, AND EXPERIENCE
REQUIRED
- Bachelor’s degree
- Experience in the public health sector
- Experience working with public health facilities, pharmacies, and/or communities
- Basic knowledge about Differentiated Service Delivery (DSD) and Community Drug Distribution Points (CDDPs)
- (Kampala position) Experience working in commodity management, pharmacies, or related work
- (Lira position) Experience working with community groups, community organizing, and/or CBOs
PREFERRED
- Experience working with implementing partner (IP) organizations
- Experience in implementing public health programs
- Experience in monitoring & evaluation (M&E)
- Experience with data analysis and presentation software
- Driving permit
COMPENSATION
This position is designed as a full-time (40 hours/week) position. Compensation includes health insurance. Field travel expenses will be paid for by Health Access Connect. Candidates must submit salary requirements in their applications.
