JOB SUMMARY

The purpose of this position is to lead the operations and stakeholder engagement of the organization. This role involves setting strategy, implementing the strategic plan, overseeing staff, coordinating with partners and stakeholders, and ensuring that the organization meets or exceeds program targets. The position can be based in Masaka town and involves regular travel to program sites in Kalangala, Masaka, Lwengo, Lyantonde, Rakai, and other districts.

BACKGROUND ON HAC

The mission of Health Access Connect is to link remote communities to healthcare. HAC currently pursues this mission through three programs:

  1. Medicycles: We use microfinance boda bodas to bring Ugandan government health workers to set up one-day mobile clinics in remote villages. In those clinics health workers give HIV testing, anti-retroviral treatment, immunizations, perinatal services, family planning, and many other services available in rural health centres.
  2. Technical Advising: We collaborate with Africa Resource Center and the Uganda Ministry of Health to teach and empower PEPFAR implementing partner organizations to implement the HAC outreach clinic model in an effort to improve service provision to people living with HIV and all other residents of remote communities.
  3. Treat & Teach: We improves access to family planning in the communities of Masaka and Kalangala districts by a) providing low density high frequency certificate training to health workers, b) setting up outreach clinics in remote communities, c) generating demand by collaborating with community health workers (VHTs), and d) reducing commodity stockouts by providing buffer stocks and improving commodity tracking at partner health facilities.

KEY DUTIES & RESPONSIBILITIES

The Research, Monitoring & Evaluation Coordinator works with HAC staff and partners to collect relevant data, compile data into the HAC database, analyse data, report on progress toward targets, publish articles in academic and media publications, and assist in the submission of grant applications. The job will be based in Masaka town with regular field visits to areas where HAC is working.

These are the duties of the Research, Monitoring & Evaluation Coordinator:

M&E STRATEGY

  • Follow data collection, analysis, and reporting protocols detailed within the programs monitoring & evaluation frameworks
  • Collaborate with HAC staff to edit M&E frameworks on a regular basis to incorporate changing conditions and objectives
  • Report on conditions on the ground to the Directors and other relevant staff members

M&E PROCESSES

  • Oversee the gathering and entry of outreach clinic data reporting forms
  • Collect data forms from communities and health facilities where HAC has activities
  • Compile and analyse data from the national Health Management Information System (HMIS)
  • Oversee health workers and outreach clinics to make sure they happen on a timely basis and provide services
  • Create and oversee survey collection
  • Work with community members, healthcare workers, HAC staff, and other stakeholders to better understand data and the relevance of analyses
  • Oversee commodity procurement and distribution data into database
  • Oversee the collection of testimonials, feedback surveys, and other qualitative data
  • Oversee the gathering and organization of photographs, video, and other media
  • Compile data into databases and improve database management when advisable
  • Submit Field Reports after conducting field work and/or using travel funds
  • Take photographs and video of HAC work when possible
  • Oversee the compilation of data onto dashboards and ensure that the data are accurate
  • Make and maintain contacts with health workers, district and national officials, and community contacts

REPORTING

  • Oversee the compiling and submission of reports to funders, government partners, leadership team, Board of Directors, and other stakeholders
  • Help other HAC Board and staff to improve the implementation of projects

RESEARCH COLLABORATIONS

  • Build and maintain research collaborations with partner researchers and organizations
  • Conduct background research, drafting, and editing research protocols and forms when necessary
  • Maintain Internal Review Board (IRB) approvals
  • Oversee M&E interns and temporary research staff

GRANTWRITING & COMMUNICATIONS

  • Oversee funding opportunity research and compilation
  • Ensure that high quality grant proposals are drafted and submitted
  • Supervise Communications & Development Officer to assure s/he is meeting targets for grantwriting and communications
  • Write updates on newsletter and other social media when requested
  • Attend Board meetings and M&E Committee meetings when requested

QUALIFICATIONS, TECHNICAL COMPETENCES, SKILLS, AND EXPERIENCE

REQUIRED

  • Postgraduate in M&E, statistics, or related field
  • At least five (5) years working experience in NGO or research and implementation
  • Experience in statistical analysis
  • Experience collaborating with staff and partners to document impact, achieve targets, and compile reports
  • Experience using data and evidence to inform operations decisions and evaluations
  • Experience with grantwriting and/or grant reporting
  • Skills and experience in report writing and oral presentations
  • Excellent management and organizational skills
  • Self-driven individual that works under minimum supervision; meeting timelines in regard to planning, submission of reporting (narrative and financial)
  • A team player with the zeal of working in close collaboration with other project members to deliver quality outputs and results

PREFERRED

  • Experience in implementing public health programs
  • Experience with data analysis and presentation software
  • Experience with querying and analysing data from the national Health Management Information System (HMIS)
  • Some experience in the use of software applications including Microsoft Word, Excel, Google Drive,Kobo Toolbox (survey and report collection), Google Data Studio, Asana (project management), Slack (messaging), and Salesforce (database and donor management)
  • Possession of a valid driving license

COMPENSATION

This position is designed as a full-time (40 hours/week) position. Compensation includes health insurance. Field travel expenses will be paid for by Health Access Connect. Candidates must submit salary requirements in their job applications.
