ORGANIZATIONAL CONTEXT

The Great Lakes region is characterized by a number of protracted refugee situations. In some situations, including Uganda, several generations of refugees have been born in exile in their country of asylum, refugees have lost their ties with their country of origin, are unable to prove their legal ties to their country of origin, or might no longer be considered citizens by their country of origin, and remain without guaranteed access to the nationality documentation of their host country. Some refugees born in exile may never have had their birth registered and be issued with the civil registry documentation to prove their entitlement to a nationality.

The study follows the commitments made by the International Conference on the Great Lakes Region (ICGLR) Secretariat during the High-Level Segment on Statelessness and the Global Refugee Forum in late 2019 and will specifically seek to fulfil the commitments made on strengthening data on stateless persons and persons at-risk of statelessness in the region, and to explore prospects for durable solutions for refugees.

The purpose of consultancy is to assess and document the protracted refugee situation in Uganda, a member of the Great Lakes Region where both risk of statelessness arising from long exile and potential for durable solutions have been pre-identified.

FUNCTIONAL STATEMENT

  • Conduct qualitative interviews (key-informant, focus group discussions where feasible) on matters of citizenship, civil registration, immigration status, statelessness, and refugee/forced displacement matter with refugees, government officials at central and local level, civil society and other key-stakeholders in line with the research toolkit and methodology developed.
  • Conduct initial analysis of the information collected during principally qualitative data collection and presenting in an adequate manner.
  • Administer survey questions to refugees and other persons of concern to UNHCR.
  • Perform any other duties as assigned

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE

  • Bachelor’s degree in law, social sciences or related field is required.
  • At least 10 years’ experience working in research, data collection or related field is required.
  • Research expertise and experience in the Great Lakes region – and of Uganda as a country of asylum is required.
  • Knowledge of the relevant international and regional frameworks pertaining to refugees’ rights and obligations, rights of refugees and statelessness is required.
  • Experience in conducting key informant interviews and facilitating focus group discussions and qualitative data collection is required.
  • Ability to conduct initial analysis of the data collected and present the preliminary findings in a well-articulated and coherent manner in English to the Senior Research Consultant is required.
  • Understanding on issues related to data ownership, data confidentiality and data protection and data requirement is required.
  • Analytical skills and experience with relevant qualitative data analysis tools and processes is required.
  • Good command of data protection principles and practices, ability to apply organization-specific policies is required.
  • Strong communication skills with strong interpersonal and negotiation skills are required.
DESIRABLE QUALIFICATIONS & COMPETENCIES

  • Fluency in Kiswahili or Juba Arabic desirable
  • Furthermore, experience in data collection, storage, and processing, including experience with Kobo Toolbox and tablet-based data collection is desirable.
  • Experience in collection of quantitative data is desirable
