Job Summary

Develop and implement systems, policies and procedures to ensure quality primary health care (including reproductive, maternal, Newborn, child and adolescent care) at refugee serving health facilities and ultimately contribute to reduction of morbidity and mortality among refugees, asylum seekers and host communities in the Western region of Uganda.

Overall Responsibilities
  1. Develop and monitor the implementation of PRM health care work plan & budget in line with the district & MoH plans and budget
  2. Develop and maintain a competent & motivated health care team in the refugee serving HFs/districts in line with the Baylor Uganda Human resources manual and Uganda employment act.
  3. Support regular mentorship and supervision of health care staff at refugee serving HFs access to and utilization of quality services.
  4. Provide technical support to establish/strengthen and maintain functional referral and linkage systems in supported districts in line with MoH guidelines for improved primary health care
  5. Provide technical assistance to HF teams to strengthen infection control and waste management systems for provision of primary health care in line with MoH Biosafety and Health Care Waste management guidelines
  6. Periodically review program performance and make recommendations to inform intervention for improved health care outcomes for refugees and host communities in supported districts
  7. Support initiation and monitoring of relevant QI projects to respond to identified health care services gaps and functionality of established HF QI/MPDR committees in line with MoH guidelines
  8. Develop and strengthen PRM partnerships & networks with districts, CBOs, NGOs and other influential groups in refugee settlements for a coordinated and harmonized response for improved primary health care outcomes
  9. Produce periodic reports to key stakeholders in line with PRM objectives
  10. Participate in dissemination of program findings and best practices through development of abstracts, manuscripts and case reports in line with Baylor-Uganda research guidelines and in grant proposal writing for project sustainability
Required Qualification, Experience and Competencies:
  • The job holder should have; 1) Preferably a Master’s degree in Medicine or Masters in public health with a background of Bachelor of Medicine and Bachelor of Surgery, with health systems management training. 2) At least 3 years of experience in primary health care strengthening programs/projects including maternal, newborn, child and adolescent health services with a reputable NGO, and direct experience working with government and donor representatives 3) have key personal competences in Team and communication skills, must be dynamic, self- motivated and demonstrate high initiative.
