Job Purpose:

Responsible for supporting the Director Disaster Risk Management by supervising and management of the URCS Emergency Preparedness and Response programming, ensuring the establishment and successful implementation of high-quality programs serving the most vulnerable. He/She will lead the Emergency Preparedness and Response Unit of the National Society as well as coordinating the Uganda Red Cross Society- Government of Uganda project collaboration on Emergency Preparedness and Response.

S/N Key Result Areas Principal Accountabilities
01 Strategic planning and Management.
  1. Build capacity and competencies of the Uganda Red Cross Society Emergency Preparedness and Response structures on Disaster Management and support them in becoming a relevant partner for Disaster Risk Management in their respective catchment areas.
  2. Coordinate the scaling-up of ‘Preparedness for Effective Response’ approach and improving coordination and harmonization of DRM capacity building approaches
  3. Ensure effective working relationships with the Teams in Programme Departments (DM and Health departments of the Uganda Red Cross and work to create synergies and links between Operations, Health and Disaster Risk Management.
  4. Support DM to analyze and integrate strategic pillars of livelihoods, disaster risk reduction and climate change adaptation and mitigation concerns into disaster preparedness, response, cash and recovery programming.
  5. Support the Department with the process of hazards mapping, development and review of Contingency Plans, SOPs at national and branch levels.
  6. Provide technical support to Disaster Management Department with the design, implementation and evaluation of emergency operations (DREF and Emergency Appeals).
  7. Ensure URCS Staff and Volunteers are familiar with the various tools and guidelines for disaster risk management, interventions and that operations and activities are managed and implemented in accordance with URCS strategic programme framework and agreed standards including Red Cross Red Crescent Code of Conduct, Sphere Standards and Humanitarian Accountability Partnership.
  8. Conduct monitoring and supervisory visits to relevant DM programme activity sites in the field.
    Support URCS in the development of proposals.
  9. Ensure the Disaster Management Country Operational Plans for all regions are implemented and meet the targets.
    Provision of technical guidance in establishing preparedness systems, development of standard operating procedures for DM and scaling up DM innovations and managing partnerships.
  10. Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
  11. Organize and facilitate training sessions for National Society technical staff and volunteers in various areas of disaster risk management.
02 Coordination, advocacy and representation
  1. Take a proactive role in establishing strong linkages with key stakeholders including international organizations and NGO representatives working at the national level.
  2. Advocate for URCs’ emergency program with donors and humanitarian stakeholders, in cluster meetings, workshops, conferences and in other relevant fora.
  3. Participate in relevant meetings with Red Cross Movement partners, Governments, donors, NGOs and UN Agencies co-financing and implementing initiatives for disaster risk management.
  4. Coordinate with partners and agencies to ensure adequate contingency and readiness.
  5. Develop and implement readiness plans to make sure the disaster management system is ready to be activated at any time.
  6. Develop and implement contingency plans according to the most disaster-prone scenarios.
    Train, coach and develop rapid response teams
  7. Support and strengthen the URCS’ work in promoting a holistic and integrated approach to disaster risk management in line with the URCS’ frameworks, strategies and approaches for community safety and resilience.
    Pre-deploy and be pre-positioned to crisis sites in coordination with the leadership of the affected National Society when levels of threat are high, accompanied by required resources.
03 Performance Management and Program Quality
  1. Significantly contribute towards the development of plans, processes and procedures ensuring compliance with wider budget programming policies and donor standards.
  2. Ensure activities are consistent with established best practices, acceptable international and national standards as well as ensure programs across different sites in the country are of comparable quality.
  3. Work closely with the Programme team both at HQ and field level to determine the operational needs of the Disaster Preparedness and Response program within the scope of the grants;
  4. Oversee the collection and timely reporting of data and statistics for all programs (including objectives, indicators and outcomes of health programs) according to internal and donor requirements
  5. Review monthly field and donor reports and ensure appropriate follow up and decision making on data relevant to the organization’s DM programs;
  6. Ensure all stakeholders, including senior management team, the Technical Unit and donors are provided with updates, following the established reporting structures.
  7. Continuously monitor and supervise health activities, evaluating progress through outputs and impact
  8. Follow standard emergency preparedness practices and contribute to technical recommendations and guidance and monitoring the management of financial risks
  9. Support the finance team in ensuring that the EPR project managers submit accountabilities that are appropriately supported.
04 Resource Mobilization and partnerships
  1. Actively support the directorate initiatives of resource mobilization through proposals development and any other form and drive programs development for DRM in existing and new contexts in line with the URCS Strategy;
  2. Provide guidance to URCS’ branches at all stages of the program cycle (assessments, implementation, monitoring and evaluation) for DRM programming;
  3. Promote URCS visibility at national, regional and International platforms and forums concerning Disaster Risk Management Services in relevant humanitarian, transitional and development programming platforms.
  4. Lead the development of new proposals linked to the assessed needs and gaps.
  5. Produce and present papers at local, regional and international forums to share experiences and best practices identified through project activities
05 Communication & Coordination
  1. Facilitate communication between URCS and other stakeholders including Ministry of Disaster Preparedness, Development partners, Steering Committees & DRM Technical Working Groups.
06 People management
  1. Establishes priorities and sets management performance goals for staff.
  2. Recommends and coordinates training programs for EPR staff.
  3. Actively engages in management performance duties and ensures the provision of management, guidance, development, training, constructive feedback, performance evaluation and appraisal, and provision of administrative support and other management functions to staff in the areas of his/her responsibility.
  4. Ensures good order and discipline of staff under his/her overall supervision
07 Volunteer Management
  1. Generate the budget for volunteer identification, induction and facilitation
  2. Identify exemplary performance and recommend such to Management through the Volunteer Management Officer for reward.
  3. Set the number of days’/hours volunteers are supposed to volunteer per week /month.
  4. Support OD in volunteer selection, recruitment, engagement, motivation and retention.
  5. Set the project time frame and at what stage volunteers will be needed.
  6. Support programme requests to SG for extension of volunteer’s engagement in case there are still pending works after the end line of the project.
  7. Support volunteers to work in a safe, healthy and conducive environment.
  8. Support the development of volunteer’s trainings/capacity building agenda
  9. Organize quarterly project volunteer   team building sessions.
  10. Support Branches to conduct individual volunteer performance assessment
  11. Set up a selection criterion for the volunteers.
08 Budgetary controls and Asset Management
  1. Proposes and gains approval of financial resources necessary for achieving the objectives of the directorate.
  2. Monitors actual costs against budgetary provisions on an ongoing basis.
  3. Manages the assets assigned to the department so that they are in a good state of maintenance and repair for revenue maximization.
09 Performance Monitoring, Evaluation & Reporting (PMER)
  1. Coordinate and monitor emergencies in liaison with the Operations Directorate.
  2. Lead planning, executing, monitoring, reporting, and evaluating disaster programs, including budget management.
    Ensure consistency and compliance, especially with policies, procedures, standards, methodologies, instruments, theories, and practices.
  3. Evaluate the effectiveness of programmes to meet the needs of people, expectations and capacities of the URCS’ National Societies and partners.
  4. Collaborate with URCS monitoring, evaluation and learning teams to develop appropriate monitoring and evaluation tools for Disaster and emergency response activities, and to ensure lessons learned are thoroughly documented and shared with relevant stakeholders.
  5. Supervise monitoring and evaluation of the emergency missions to ensure the overall implementation is in accordance with agreed work plans, donor agreements and humanitarian accountability framework.
  6. Collaborate with the supply chain team to develop and maintain relevant framework agreements and emergency response-specific procurement plans.
  7. Ensure the budgeting of emergency response activities incorporate logistics and support costs such as transport, warehousing and fleet operations.
  8. Regularly review emergency response-related procurement plans with the country supply chain manager and procurement coordinator.
10 Carries out any other lawful assignment allocated by the immediate Supervisor.
  1. The jobholder is cooperative and readily responds to any ad hoc tasks assigned to him.

QUALIFICATIONS/REQUIREMENTS

Minimum qualifications, working experience and competencies:

Education Qualifications
  1. Minimum of a Master’s Degree in Public Health, Disaster Risk Management, Public Policy & Management, Project Planning & Management or related field from an approved, recognized and reputable university.
Essential Experience
  1. Minimum of Eight (8) years’ professional experience in implementing & Managing Emergency preparedness & Response   programmes, Resilience, Social protection; four (4) of the years with managerial responsibilities in the mentioned fields.
  2. Robust experience in Strategy Development, Proposal Development, Budget Development, Program Implementation, Monitoring and Evaluation.
  3. Experience with large institutional donors and funding bodies at international or national humanitarian agency level is an added advantage.
