Job Title: Senior Medical Officer/Senior Program Officer HIV Testing Services (HTS):

Reports to: Coordinator HIV/AIDS Prevention

Responsible for: Program Officer HIV Testing Services.

Job Purpose: To plan, implement, monitor and coordinate HIV Testing Services in Uganda in line with the broader MOH strategic objective of ending HIV by 2030.

Job description (Summary)

The Senior Program officer HTS will be responsible for ensuring that quality and efficient HIV testing services are provided through adopting and scaling up targeted HTS approaches. The officer will also be responsible for coordinating the national HTS efforts including development and review of policies and guidelines relating to HTS, support collaborations and linkages between the local Government, Nongovernmental Organizations, Communities and Public Private Partnerships in Health as well as coordinate the National HIV Counselling and Testing Coordination Committee (NCTC) meetings.

Key Outputs

1. Policies, plans, strategies, guidelines and standards in HTS Developed, reviewed, implemented and monitored.

2. Strategic and operational planning and budgeting (financial and commodity/material) for HTS activities provided

3. Public Private Partnerships, collaboration and linkages between the Government entities, Non-government Organizations and communities promoted and enhanced.

4. Periodic program and activity and performance reports as well as other programmatic and financial accountability prepared and submitted.

5. Staff under HTS are supervised, appraised and staff activities under HTS are monitored and coordinated.

6. Capacity building and development activities for improved service delivery targeting districts, facilities, and health workers at various levels are coordinated.

7. Coordination meetings with Implementing Partners and other key stakeholders held.

Key Functions

1. Coordinating the development, implementation and review of policies, plans, strategies, guidelines and standards in HTS and monitoring their implementation.

2. Coordinating strategic and operational planning& budgeting for financial and commodity/ material resources for HTS activities

3. Coordinating initiatives for Program optimization to increase HTS efficiency and
effectiveness

4. Promoting and enhancing collaboration and linkages between the local
Government, Nongovernment Organizations, Communities and Public Private
Partnerships in Health.

5. Preparing and submitting periodic activity and performance reports to the relevant authorities.

6. Coordinating the execution of HTS work plans and budgets through financial requisition, supervising activity implementation, preparing and timely submitting activity reports and financial accountability

7. Coordinating capacity building and development activities targeting districts, facilities, and other health workers at various levels for improved service delivery.
