AIDS Information Centre-Uganda (AIC) is a Non-Governmental Organization founded in 1990 to provide Voluntary HIV Counselling and Testing services to the population of Uganda but has since evolved in response to the growing need and demand for integrated HIV prevention, care and treatment services. AIC plays a key role in health and community systems strengthening at the national, regional and community levels supporting more than 63 districts through 8 regional centres in Kampala, Jinja, Mbale, Mbarara, Arua, Lira, Soroti and Kabale. These provide integrated HIV/AIDS services including social support and protection, Tuberculosis (TB), Gender Based Violence (GBV) and Sexual Reproductive Health (SRH) services including family planning, Safe Male circumcision and Cervical Cancer Screening. AIC is currently running different projects including; CDC/ IDI-KAMPALA HIV PROJECT, LSDA (Western Uganda), UNFPA 9th Country Programme among others. Therefore, AIC seeks to recruit a Senior Monitoring, Evaluation and Learning Officer to support the implementation these projects.

 

Job Title:                                           Senior Monitoring, Evaluation and Learning Officer

Reports:                                             Director of Programmes and Planning

Functionally Supports:                    Monitoring and Evaluation Officers at the Regional Offices

Duty Station:                                     Head office with occasional field visits

Main Purpose of the Job

The Senior MEL Officer develops and maintains systems to collect data and leads data analysis to produce information on inputs, outputs, outcomes and impact of the AIC program and projects.  He or she collaborates with the program team to design operational research (OR) to support learning, evaluation and planning, and oversees the implementation of OR projects as well as analysis, dissemination, and use. She/he shares MEL data and improvement plans, as well as strategies for program improvements for greater program effects with program team.

Specific Job Responsibilities:

Key Result Area 1: Setting up M&E systems

  • Leads in the design, development, planning, and implementation of project evaluation activities. This includes development and dissemination of tools, materials, reports, papers, and interventions linked to research.
  • Works closely with the Managers and heads of projects to co-design monitoring tools, selecting indicators, and determining field-monitoring responsibilities. Works to ensure tool compatibility and coordination within the M&E framework, and consistency with national and donor requirements.
  • Leads in the revision of each project log frame matrix, particularly in the areas of performance indicators and their measurement.
  • Leads in the development and finalization of each project Work Plan and keeps it updated in accordance with project activities and time lines.
  • Develops the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems.
  • Reviews the quality of existing data for each project, the methods used for collecting it, and the degree to which it will provide good baseline statistics for report generation and project evaluation.
  • Collaborates with partners to review their existing approaches and management information systems and agree on any required changes, support and resources.
  • Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.

Key Result Area 2: Implementation of M&E and Coordination

  • Works with the directorate of programs to design and oversee the monitoring, evaluation and learning activities of AIC programs and projects.
  • Collect data on a regular basis to analyze and measure achievement (Results) against the performance indicators.
  • With support from IT department, maintains and administers the M&E database; analyses and aggregates findings.
  • Supports M&E officers in regional centres to ensure timely and accurate data entry into the electronic databases and generation of reports.
  • Takes lead in analyzing and writing of monthly, quarterly, semi-annual and annual programmatic performance reports and their submission in stipulated deadlines.
  • Focuses on strengthening the M&E system and building capacity of staff; Facilitate implementation of capacity building courses through workshops and on the job trainings on monitoring, evaluation and reporting.
  • Identifies lessons learned and develops case studies to capture qualitative outputs of each project providing advice to the supervisors on improving project performance using M&E findings.

Key Result Area 3: Communication

  • Produce reports on M&E findings and prepare presentations based on M&E data for each project being implemented.
  • Prepare suitable external and internal reports and communicates with management and program staff to facilitate project monitoring and activity planning.
  • Plan and conduct needs assessments (quality assurance assessments and data quality assessments (DQAs}), and other evaluations as necessary ensuring that findings in assessment reports are shared among project stakeholders.
  • Oversees the publication and dissemination of information on successful and promising approaches, lessons learned and other program results to partners, donors, Government of Uganda counterparts, and other key stakeholders
  • Responsible for providing technical assistance, developing and setting up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor-reporting requirements.
  • Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting

Required Qualifications:

  • Bachelor’s degree in Statistics, Public health, demography, or relevant discipline with postgraduate training in M&E. Significant study in the health field, international development and/or program monitoring and evaluation
  • At least three years’ experience in the development, design and implementation of donor funded monitoring and evaluation systems relevant to PEPFAR HIV/AIDS programs.
  • Knowledge and experience with HIV/ AIDS, STI, M&E data management including data entry and cleaning, data analysis and reporting as well as use of HMIS (EMR, dHIS2)
  • Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
  • Excellent report writing, and communication skills, including oral presentation skills.
  • Demonstrated statistical analysis skills and use of relevant software (SAS, SPSS, Epi Info, Atlas)
  • Fluency in English.
  • Excellent interpersonal, teamwork, and mentoring skills;
