Duties and Responsibilities

• Participates in formulating plans and strategies for procurement.

• Works closely with the Manager, Procurement to invite potential suppliers who want to be pre-qualified during the accounting period.

• Liaises with other Directorates and departments to identify their procurement needs for the accounting period and compiles a master procurement list for the entire organisation.

•  Consults the Finance department and other Directorates in developing a procurement schedule for purposes of cash flow or to avoid cash flow bottlenecks.

• Prepares contracts, develops and implements systems for monitoring and evaluating suppliers’ performance.

•  Prepares tender documents and manages the tendering process within the established guidelines of the Bureau and in compliance with PPDA procedures.

• Prepares tender papers for approval by the Manager, Procurement before they are published in the media.

•  Implements appropriate sourcing strategies to achieve value for money and ensures an adequate source of supplies and stock levels.

• Develops and/or maintains specifications of the various goods to be procured and where he/she obtains samples he/she keeps those samples and ensures that goods supplied match with the samples given.

• Coordinates the preparation of monthly procurement reports and submits them to PPDA and URSB contracts committee. He /She thereafter responds to any communications from PPDA and/or other organisations or individuals regarding procurement as par the PDDA rules.

• Receives tender or bid documents and prepares for evaluation by the tender/procurement committee.

• Ensures accurate maintenance and safe storage of records for all procurement activities.

• Performs any other duties as may be assigned from time to time by the Manager, Procurement.

 

Key Outputs

To work closely with the Manager, Procurement in implementing management procurement and/or disposal decisions in accordance with appropriate laws, policies and guidelines.

 

Qualification and Experience

• An Honors Degree in Procurement and Supplies Management or Business Administration with specialization in purchasing and supplies, or a related field from a recognized institution.

• Possession of CIPS is an added advantage.

• At least 3 years’ experience in procurement in a large and reputable organisation.

 

Personal Specification

• Ability to manage tenders, negotiations, contract placements, delivery and payments.

• Computer literacy and proficiency in specific financial and purchasing software

systems.

• Strategic, conceptual thinking and analytical skills.

• Demonstrated high level of integrity.
