Primary Duties and Responsibilities:


NU-TEC MD is a seven year FCDO funded programme that aims to increase the incomes and climate resilience of poor-men and women in northern Uganda (NU) by (a) stimulating sustainable, pro-poor growth in selected agricultural markets and (b) improving the position of poor men and women within these market systems, to make them more inclusive for poor people. Palladium manages the programme on behalf of FCDO.

NU-TEC MD has the potential to sustainably and significantly improve the livelihoods of over 750,000 poor people in NU.


The position provides both agricultural technical guidance and leadership to the markets team and manages the design of the project’s studies and development and implementation of Interventions. The senior technical manager also oversees communications activities on the project.


The Senior Technical Manager will have the overall responsibility of providing strategic guidance and management for the programme studies and intervention development and planning. S/he will be required to establish and manage relationships with potential partners and stakeholders. The Senior Technical Manager will be a key member of the technical advisory team. This role will also work with the MRM and Programme teams, developing and implementing a marketing and communications strategy across a range of reactive and strategically planned opportunities in print, media, events and online.
S/he will liaise with the Team Leader, Technical Director and MRM Manager to identify and design key communications materials and disseminate them into identified audiences. studies and develop strategies of coming up with Intervention plans and implementing them.

S/he will be responsible for ensuring strong linkages between the programme interventions and the Results Measurement team of the programme.
This position is based in Kampala, but requires frequent travel to Gulu and other parts of Northern Uganda.

The NU-TEC staff work as an integrated team. The Senior Technical Manager will be expected to contribution to other aspects of the programme.


The Senior Technical Manager will be responsible for the following:-
Providing technical input to the Markets Group team

  • Guide all cross cutting market assessments and studies ensuring that Terms of References (TORs) and expected outputs/deliverables are well defined, provides guidance on technical approach to the assessments/studies, comments and provide input to improve quality of such studies and advises Team Leader on the overall quality.
  • Plan the marketing and communications strategies for specific areas of NU-TEC’s work and for different audiences. Work with the communication, programme and senior management team to put the strategy into practice.
  • Design and develop creative communication and marketing products – presentations, briefings, etc. that will maximise NU-TEC’s message, support programme objectives and contribute to the research sector.
  • Support Market Managers to undertake market specific studies, providing inputs into the development of TORs, reviewing inception reports, commenting and providing guidance to Market Managers on quality of report and help identify potential use for the outputs of such specific studies.
  • Provide support to Market Managers in designing identified interventions. This will entail supporting the clarification of the pitch, elaboration of the results chain logic and the measurement plans, development of the interventions plans and where necessary, support the roll out of interventions.
  • Support scoping of new ideas and new partners – This will entail identifying potential markets/areas/partners of engagement, presenting a pitch for such ideas to the technical team, once approved, supporting the relevant Market Managers in designing and implementing the intervention.
  • Advise Team Leader and Technical Director on the Strategic and Technical fit of any agreed intervention, study and partnership as requested.


  • Contribute to the overall leadership of the programme as part of the senior management team
  • As tasked by the Team Leader, represent NU-TEC MD to industry stakeholders, development partners, government representatives and other parties
  • Support the Team Leader in providing leadership, guidance and mentoring to the technical team.

Required Qualifications: Essential Education and Experience Required

  • A Master’s degree in Business, Economics or Agriculture, Development Studies or other related field with over 5 years relevant experience or BS degree in Business, Economics or Agriculture, Development Studies, Finance and Agribusiness or other related field with 8 years relevant experience.
  • Experience in implementing M4P, Value chain Development or Private sector development programmes or investment promotion programmes.
  • Experience using marketing tools and techniques to increase the visibility, profile and reputation of an organisation
  • Relevant work experience should include activities related to agricultural commodities and rural development, or with experience working with the private sector. Critical will be to have knowledge of the institutions, companies and organisations that provide services to the agricultural sector in Uganda.
  • Experience writing reports; ability to influence a range of people including client organisations, government agencies and other key stakeholders by building constructive relationships through clear communication and generate effective discussion and mutual support for plans and ideas.
  • Strong project management expertise and exposure to guide technical team in implementing projects, and ability to bring together sector stakeholders would be advantageous.
