Terms of Reference for Supervision Engineer for Sanitation and Hygiene Infrastructure under Scaling Up Access to Sanitation and Hand Hygiene in Public Institutions in Uganda
Partners: Ministry of Water and Environment, Kampala Capital City Authority and GIZ-Sanitation For Millions
GIZ and Water For People together with the Ministry of Water and Environment and Kampala Capital City Authority are collaborating on a project to scale up improved sustainable safe sanitation and hygiene credible approaches in the urban area that are appreciated and supported by partners for the capital city and small-to-medium sized towns across Uganda.
In order to achieve this overall objective, the following measures are planned to be undertaken;
1. Improvement of sanitation facilities and hygiene routine in public schools and places including construction of four public sanitation facilities in Kampala and support of their management.
2. Development and implementation of a scale strategy for hand washing facilities including the installation of 200 WASHALOTs, their O&M and hand washing routines
3. Increase of access to hand washing stations in public spaces and public institutions including the installation of 30 dedicated hand washing stations and accompanying measures to support sustainability and future upscale
4. Documentation of the appropriateness of sanitation technologies by using the Technology Assessment Framework (TAF) of the Ministry of Water and Environment and disseminate knowledge to other stakeholders including participatory technology assessment meetings, a TAF report and a webinar .
2.0 Objectives of the Assignment
The main objective of this assignment is to provide construction supervision support for the proposed Sanitation and Hygiene infrastructure for 4 public toilets and 30 Dedicated Hand washing infrastructure in Kampala.
Roles and Responsibilities
The assignment will have the following roles and responsibilities: –
• Construction adherence to design drawings and BoQs for the sanitation and hygiene infrastructure and their right interpretation
• Quality Control of building materials for all the construction sites
• Tracking construction works schedule and progress for sanitation and hygiene infrastructure in Kampala
• Coordinate monthly site meetings with stakeholders
• Issuing site instructions at every stage of construction
• Develop and update construction monthly progress tracker for all the sites
• Documentation of the monthly construction progress and instructions to the contractors
• Support in preparation and review of payment certificates
4.0 Reporting:
The supervision engineer will be reporting to the Sanitation Engineer, Water For People.
5.0 Required Qualifications and Experience
The assignment will be assigned to a civil engineer. The candidate is expected to meet the following requirements.
• Training: Bachelor’s degree in civil engineering
• Experience: at least three (3) years of professional experience in buildings design and construction, some of which related to the WASH sector in Uganda will be of added advantage
6.0 Duration
The assignment shall be conducted from January to June 2021.
