Job Purpose:                          To develop, implement and identify strategies in research, communication and knowledge management for the promotion of a positive organizational image for IRCU and for effective, efficient and focused programming at the national level in line with IRCU strategic objectives and established policies.

 

Key Result Areas:

  1. Develop, maintain and implement communication and knowledge management systems within and outside IRCU in line with the organization’s policies and procedures
  1. Oversee maintenance and provide access to IRCU resources in line with the IRCU communication policies and procedures
  2. Coordinate the research and documentation function of IRCU in line with the IRCU research and documentation policies and procedures
  1. Coordinate initiatives to improve the project’s performance management plans (PMPs) and M&E system design and implementation
  2. Document and disseminate information useful to the organization in line with the IRCU’s Communication & Public Relations Strategy
  1. Develop public information and educational materials on IRCU programmes and other development issues in line with the IRCU Strategy
  2. Provide public relations linkages for the organization in line with instructions from the Secretary-General.
  3. Guide, coordinate and supervise documentation of experiences within IRCU in line with the IRCU communication guidelines/policy
  1. Participate in the implementation of various Organizational Development programmes in line with IRCU strategies
  2. Coordinate the timely processing and production of quarterly and annual reports for IRCU in line with communication guidelines/ policy

 Qualifications and Experience:

  1. A minimum of a Master’s degree in statistics, demographics, public policy, economics, communication or a related field.
  2. Post-graduate Diploma in M&E, statistics or economics preferred.
  3. Accreditation to any research/M&E or communication body shall be an added advantage.
  4. At least eight (8) years of work experience in Research or Monitoring and evaluation in a reputable organization, four (4) of which must be at a supervisory level.

Required Competences

  1. Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  2. Substantive knowledge of current practices of communication and ICTs.
  3. Strong organization and management skills and the ability to work as a team and respond to deadlines.
  4. Very strong reporting /writing skills
  5. Persuasiveness and Negotiation skills
