Organization details

The German Federal Ministry of Environment, Nature Conservation and Nuclear Safety (BMU) initiated the Global Carbon Markets Programme as part of the Clean Development Mechanism/Joint Implementation (CDM/JI) initiative. The goal is to promote the utilisation of the flexible mechanisms under the Kyoto Protocol and support actors in the transition to the new market mechanisms under the Paris Agreement. In this regard, the project aims to promote carbon markets in Uganda and the Eastern Africa region. It supports Uganda, Burundi, Ethiopia, Kenya, Rwanda and Tanzania to play a stronger role in the use and further development of carbon market opportunities. Furthermore, the project focuses its activities on the transfer of successful approaches and experiences of the Kyoto Protocol into the Paris Agreement. It provides support to ensure the continuity of current CDM projects, the establishment and strengthening of frameworks that support implementation of Article 6 of the Paris Agreement by engaging public and private sector players in the project countries in capacity strengthening activities and the piloted implementation of the article. The project promotes linking of carbon market activities with national climate change policies and Nationally Determined Contributions (NDCs). GIZ is looking for a Technical Advisor to support in the implementation of its programme.


Knowledge, Skills & Competences
  • Good knowledge and practical experience (COP participation) in the international climate discussions and relevant international frameworks such as the United Nation Framework Convention for Climate Change (UNFCCC) and the Paris Agreement,
  • Good understanding of the institutional and political framework in Uganda and the Eastern African region on climate change topics and carbon markets
  • Excellent English language skills (spoken and written) and very good German skills are a strong asset
  • Good knowledge and experience in setting up and managing an international/regional partnership
  • Very good project management and organizational skills
  • Good working knowledge of ITC and computer applications (e.g. MS Office, Excel, PowerPoint, Outlook etc.)
  • Demonstrated ability to process, analyse and synthesize complex technical information from different disciplines e.g. in the areas of energy, environment, climate change, natural resource management
  • Good organizational and communication skills, with demonstrated ability to implement capacity strengthening initiatives
  • Proven ability to support the development of high quality knowledge and training and communication materials
  • Ability to network, build and maintain professional relationships with government, development partners and private institution
  • Strong teamwork skills and ability to operate in a diverse and multicultural work environment.
Responsibilities

A. Key Responsibilities

Technical Advisor will be in charge of:

  • Conceptualization of GCM program activities.
  • Strategic level planning to guide implementation of the GCM program activities including development of planning documents.
  • Engaging government, private sector, development partners and other key stakeholders to facilitate project implementation
  • Logistical support towards the delivery of GCM program activities.
  • Provide technical backstopping for project partners on climate change mitigation in general but specifically on carbon markets and/or carbon pricing.

 

B.  Specific Tasks

Technical Advisor also performs the following tasks:

i. Coordination and technical backstopping

In consultation with the project lead:

  • Support the engagement process with public and private partners and relevant stakeholders on topics of carbon markets, article 6 of the Paris Agreement, climate change mitigation and NDC implementation. Partners may include DNAs and UNFCCC focal points of project countries, line ministries of environment, private sector institutions etc.
  • Support the identification of potential carbon finance projects as well as carbon pricing instruments and works closely with potential partners such as the private sector to guide their development.
  • Support coordination of project activities with the East African Alliance on Carbon Markets and Climate Finance, NDC-Partnership, UNFCCC Regional Collaboration Center Kampala, relevant development partner initiatives, as well as GIZ programs inside and outside the project countries.
  • Support cooperation with the Ministry of Energy and Mineral Development, Uganda to strengthen mainstreaming of climate change into the activities of the energy sector.
  • Support planning, coordination and documentation of workshops, trainings and other project activities
  • Provide technical advice to the commissioning donor agencies e.g. The German Federal Ministry of Environment, writing of mid-term and annual reports, state of the art analysis, project progress reports, concepts and policy briefs for the same.

ii) Communication and Knowledge management

In consultation with the project lead, support in:

  • Developing and disseminating public relations materials that increase the visibility of the project among relevant stakeholders
  • Preparing communication materials such as project fact sheets and power point presentations
  • Drawing up periodic reports, activity reports, preparing and maintaining project databases
  • Organising and updating project documentation, the filing systems and the virtual project library

iii) Analysis and research

In consultation with the project lead,

  • Research and review latest developments and best practises in international climate policy and provide technical guidance in the development and implementation of climate change policies and strategies at both national and regional level (East Africa)

 

Other Duties/Additional Tasks

  • Act professionally in a corporate work environment
  • Be pro-active and able to work independently
  • Become familiar with GIZ planning, implementation and reporting procedures
  • Keep him-/herself updated about the current developments in international climate discussions.
  • Carries out other tasks at the request of the superior.
Qualifications
  • Master’s Degree preferably in Climate Change Policy or Law or professional qualification in environment or natural resource management, or related field.
Details of experience
  • At least 5 years of relevant professional professional experience in the implementation of climate change related projects
  • Experience in carbon markets and climate change mitigation projects
  • Experience in the United Nation Framework Convention on Climate Change (UNFCCC) processes such as the participation of Conferences of the Parties (COP) or supporting implementation of NDCs. Good understanding of international bilateral and multilateral climate frameworks such as Nationally Determined Contributions (NDCs), Nationally Appropriate Mitigation Actions (NAMAs), Clean Development Mechanism (CDM), carbon pricing and carbon market-based mechanisms.
