The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). PREEEP aims at improving framework conditions for access to clean energy in rural and peri-urban areas. PREEEP has four key output areas: policy, market development, skills development and decentralization. Under its skills development activities, PREEEP aims to strengthen the professional skills for improving access to clean energy in a market-oriented and gender-sensitive manner. Activities include;
- Baseline and Needs Assessment
- Capacity Assessment of VTIs in northern Uganda and formalisation of cooperation with 4 VTIs
- Curriculum Review and development focusing RE technologies
- Training of Trainers (25 or more Trainers trained)
- Training of 600 RE and wiring technicians (50% female)
These activities under skills development are implemented by a consultancy JV – Integration/RENAC/Envidatec. The activities are implemented mostly in Northern Uganda, but with some activities still in Kampala.
Knowledge, Skills & Competences
- Ability to work independently with minimum supervision.
- Strong ability to work within a team and follow a common goal.
- Computer literacy with excellent knowledge of MS Office and experience in using online training software is an advantage.
- Excellent English language and (intercultural) communication skills, able to express him/herself clearly and concisely both verbally and in writing.

- Willingness to travel to partner institutions in Northern Uganda.
Responsibilities
The Technical Advisor – Skills Development is responsible for:
Key Responsibilities
Steering and Coordination of the PREEEP skills development activities, and consultant(s) implementing these activities. This includes;
- Advisory to the consultancy team on the concepts and activities being implemented to ensure sustainability of the measures and achievement of outputs.
- Coordination with the stakeholders e.g., Ministry of Energy and Mineral Development (MEMD), Ministry of Education and Sports, Vocational Training Institutes/Colleges, Private Sector actors, Local Government offices.
- Maintain communication within and close cooperation with the PREEEP team, the GIZ Energy Programme and other GIZ energy projects for coordination and implementation of synergetic and joint activities.
- Monitor project progress for all activities under the skills development component and ensure proper data management and achievement of outputs.
- Ensure active communication and visibility of the skills development activities in the skills development sector in Uganda.
Other Duties/ Additional Tasks
- Uphold GIZ’s values of sustainable development, transparency, efficiency and anti-corruption towards public, partners, government, private sector and institutions
- Performs other duties and tasks at the request of management.
Qualifications
- Bachelor’s degree in Vocational Training, Renewable Energy, electrical engineering, physics, education, or similar disciplines. A master’s degree in related field is an added advantage.
Details of experience
- Minimum 5 years of professional working experience.
- At least 3 years working experience in Renewable Energy training/teaching (focus on solar PV energy) and/or vocational/technical training.
- Experience in stakeholder consultation and coordination.
- Experience with renewable energy technologies.
