Consultancy to Support MoH to Conduct Systematic Assessment of Rehabilitation Situation (STARS) and Develop a National Rehabilitation and Assistive Technology Strategic Plan in Uganda

General Summary

Momentum Wheels for Humanity (MWH) is seeking candidates for a Consultancy to Support the Ministry of Health’s Systemic Assessment of Rehabilitation Situation (STARS) assessment and develop a national rehabilitation and assistive technology strategic plan with support from the USAID-funded project, Learning, Acting and Building for Rehabilitation in Health Systems (ReLAB-HS) in Uganda. The purpose of this consultancy is to provide the Ugandan Ministry of Health the in-country technical support needed to conduct a systematic assessment of the rehabilitation situation in Uganda. The consultant will also support government and stakeholders to develop a national rehabilitation and assistive technology strategic plan. This position will be based in Uganda.

About ReLAB-HS

Funded by the United States Agency for International Development (USAID), ReLAB-HS aims to support the development of health systems that are responsive to the escalating challenge of addressing the growing needs for rehabilitation within populations. It seeks to co-design and implement innovative, comprehensive, cost-effective interventions that strengthen health systems for provision of rehabilitation including AT. ReLAB-HS will focus on integrating rehabilitation and AT services across all levels of care within health systems. The ReLAB-HS consortium comprises of six international partners with expertise in health systems, implementation science, and delivery innovations.

About STARS

The STARS collects information on rehabilitation against the six building blocks of health systems (governance, finance, workforce, service delivery, information management, and assistive products). The STARS uses three main tools in the assessment process: a Template for Rehabilitation Information Collection (TRIC), a standard reporting format to present findings, and a Rehabilitation Maturity Model (RMM) that utilizes a scoring system to identify the level of maturity of different aspects of the rehabilitation sector. The result of the STARS is a report identifying strengths and weaknesses in the rehabilitation sector. The report also provides recommendations which may provide a foundation for strategic planning and resource mobilization. **

Specific Duties and Responsibilities

This is a short-term consultancy of up to forty (40) days over ten months (January-October 2022). The successful candidate will work closely with the Ugandan Ministry of Health, WHO Country Office in Uganda, and MWH national and international staff to support the following activities:

Rehabilitation Situation Assessment

· Complete preparatory activities, including, but not limited to, compiling relevant documents to support desk review, clarifying stakeholder participation in the process and the scope of the assessment, completing the TRIC, creating a rehabilitation technical working group, and developing a plan for the in-country assessment.

· Participate in or conduct site visits, key informant interviews, focus groups discussions, SWOT analysis and other activities to collect relevant data to the STARS.

· Contribute to writing the report and facilitate feedback on subsequent drafts.

· Other tasks related to the STARS process as requested by WHO, MOH or MWH national or international staff.

Rehabilitation Strategic Plan and Monitoring Framework

· Plan details of the strategic planning process, including, but not limited to, clarification of the scope of strategic plan, compiling examples of other relevant strategic documents, identifying participants and venue for consultations to develop the strategic plan.

· Support the organization and facilitation of the strategic planning process (logistics, group discussions, meeting notes).

· Identify relevant indicators, establish mechanisms by which data will be collected and managed, and finalize a framework with baseline and targets.

· Contribute to the development of a comprehensive, logical, coherent and achievable strategic plan and monitoring framework, and incorporate feedback on subsequent drafts.

Minimum Qualifications

The consultant must be physically located in Uganda and meet the requisite skills and experience below.

· Advanced degree in public health, social sciences, rehabilitation, education or similar

· Minimum ten years of relevant experience in implementing programs / projects on rehabilitation

· Experience organizing policy dialogue process with decision makers and key stakeholders is desirable

· Demonstrated experience with developing country status reports and understanding of health systems

· Previous experience of developing country rehabilitation policy or strategic plan in low-resource settings

· Previous collaboration with WHO, other UN agencies and international agencies

· Excellent knowledge of written and spoken English.

· Proficiency in Microsoft Office suite, including Word, Excel and Outlook

Preferred Qualifications

· A broad knowledge of concepts and strategies related to rehabilitation; ability to synthesize knowledge and effectively express ideas in writing

· Ability to coordinate with external partners

  • Good knowledge of rehabilitation in Uganda (governance, workforce, service delivery).
  • Clear understanding of an inter-sectoral approach to rehabilitation
  • Good knowledge of technology in the field of rehabilitation, including assistive devices
  • Ability to work in multicultural and multidisciplinary settings and excellent inter-personal skills
