Cordaid is seeking to hire a competent and qualified WASH consultant to support the refugees and Host communities in Kyangwali refugee settlement.

Assignment Summary:

The WASH Consultant will be responsible for the planning, implementation, monitoring and evaluation of the project to ensure the desired results are achieved. S/he will be responsible for coordination and collaboration with other WASH and line sectors’ partners ensuring that Cordaid is well represented and visible in both the area of operation and at the district level. Duty Station: Kyangwali Refugee Settlement – Kikuube District, Uganda

Responsibilities of the WASH Consultant

Under the direct supervision of the WASH/PBF Manager, the Consultant will be responsible for the following specific tasks:

1. Project planning and Implementation

  • Developing WASH as well as COVID-19 response operational plan
  • In collaboration with other cluster partners, conduct a rapid assessment in the settlement capturing the current WASH and COVID-19 situation. The assessment will eventually present the appropriate modalities how to respond to the needs based on UN and Sphere standards
  • In consultation with the WASH and Health clusters, recruit/identify, training, oversee and offer hands on technical support to the VHTsduring community and institutional sensitization and awareness on proper Sanitation and Health as well as COVID-19 precautionary measures and other WASH related issues
  • Take lead and facilitate WASH and COVID-19 precautionary messages’ dissemination through radio programs working with the District task team and the settlement WASH and Health clusters
  • While engaging the District Water Office, taking lead to organize and facilitate the training of Water User Committees for the Water supply in Kyangwali Refugee Settlement
  • Take lead and hands-on monitoring and distribution of WASH for COVID-19 materials for prevention measures to communities and PPEs to both VHTs and Health frontline workers
  • For any hardware work to be implemented, the consultant will be responsible for conducting pre and after construction activities for purposes of strengthening O&M of the project. These will include; community awareness, formation, training and monitoring of the O&M structures.

2. Monitoring and Evaluation

  • Monitor performance against planned WASH activities and provide technical hands-on support to the VHTs during implementation to ensure timely and quality Sanitation and Health as well as COVID-19 messages are delivered to the communities of Kyangwali
  • Actively take part during the joint monitoring visits to the construction sites for quality monitoring of the work while collaborating with cluster partners
  • Compile all the project data as a contribution to the Cordaid Dev result M&E reporting system

3. Documentation and Reporting

  • S/he will document all field activities, prepare and submit quality and timely daily updates, monthly, quarterly and end of project financial and narrative progress reports in line with requirements of the donor and Cordaid Global Office
  • Actively participate in the fundraising processes through contributing to proposal development
  • Ensure that all the project’s documents including inventories for purchased materials, tools, equipment and assets are filed and kept under safe custody

4. Representation and networking

  • Represent Cordaid and the WASH-project at both settlement, District and sometimes at National level. The Snr WASH Officer will also ensure active participation in all the settlement and District relevant coordination working groups/platforms including not limited to Sanitation and Hygiene Technical Working Group (SHTWG), WASH Coordination platform, Settlement coordination, Protection and COVID-19 task team 5. Attend to any other duties other duty as assigned by the supervisor from time to time based on the identified needs and urgency
Deliverables

The following documents are considered as an integral part of the contract: Focusing on Cordaid’s area of operation;

  • Age, Gender and Diversity project needs/baseline assessment tools developed and submitted to the line manager – One week after signing of the contract
  • Comprehensive baseline assessment conducted and reports with capturing both direct and indirect beneficiaries and clear recommendations among others for project implementation shared with the line manager – End of third week after the contract start date.
  • Develop and share a comprehensive project implementation plan covering the entire project period – Before end of month one of the contract agreement
  • Monthly project progress report with well presented M&E data, voices from the field and success stories if available. – Monthly up to the end of project period
  • Consolidate and produce a comprehensive end of project donor report
  • In close collaboration with Cordaid WASH/PBF Manager, the consultant will design and Implement a Age Gender and Diversity (AGD) action plan to mainstream AGD in the project
Qualifications and Experience
  • Bachelor’s degree in development studies or related field. Minimum of a Bachelor’s Degree in any of the following disciplines: Public Health, Environmental Health Science/Engineering, Development Studies
  • Minimum of Three years’ demonstrable experience in the implementation of WASH projects in Humanitarian Assistance context with a strong focus on software activities including COVID-19 Infection, Prevention and Control. Basic knowledge of site-contracts’ management for Water supply engineering activities is an added advantage
  • Good knowledge of WASH sector in Uganda is prerequisite
  • Practical working experience of not less than three years
  • Excellent diplomatic and communication skills
  • Computer skills in Microsoft package is necessary
  • Ability to analyze and present data in well written reports. Experience in preparing attractive reports, presentations and in facilitating skills
  • Able to work under stress and meet deadlines
  • Experience working with international organizations

  • Valid riding permit for a motorcycle Core Competencies
